Secondary education covers two phases on the International Standard Classification of Education scale. Level two or junior secondary education is considered the second and final part of basic education, and level three (Upper) secondary education is that the stage before tertiary education. Every country aims to give basic education, however, the systems and terminology remain unique to them. Secondary education generally takes place after 6 years of primary education and is followed by higher education, vocational training, and employment. In most countries, it is mandatory for students between the ages eleven and sixteen. Compulsory education sometimes extends to age nineteen.
Secondary education is in most countries the phase in the education continuum responsible for the event of the young during their adolescence, the most rapid part of their physical, mental and emotional growth. It is at this very education level, specifically in its first cycle, where values and attitudes formed at primary school are more firmly established aboard the acquisition of knowledge and skills.

The development of secondary schools led to a number of various structural arrangements. During the late nineteenth and early twentieth centuries, the pattern was eight years of grade elementary school followed by four years of high school. The 1st junior high schools, grades seven through nine, were established in California and Ohio around. This organization allowed for better flexibility in the curriculum and moderately assimilated students into the world of high school classes, subjects, and teaching styles. The junior high school pattern usually includes six years of elementary school, three years of junior high school, and three years of senior high school. There were more than 7K junior high schools by the 1960s.
Secondary school reform represents a vitally necessary topic. In the early twenty-first century, the primary goal helps all students reach high educational standards. This has yielded the variety of innovative programs that attempt to balance students’ personal and educational desires. Effective curricula embrace core learning in discrete educational subjects, increased foreign languages, interdisciplinary courses, and different assessment approaches. The foundational skills of reading and writing are generally garnering more attention at the secondary level in all content area classes.
It was assumed that elementary education was basic education, the entitlement for children and elementary education was a right for the working person, however, for a lawyer the definition is neither qualitative (starting what education means) or quantitative saying when it begins and when it is completed. The term secondary isn’t defined or mentioned. Together this has enabled countries to terminate free, compulsory, basic education at eleven or just continue education past eleven to boys.
UNESCO believes that in order to prepare young people for life and also work in a rapidly changing world, secondary level education systems require being re-oriented to impart a broad repertoire of life skills. These skills should embrace the key generic competencies, non-occupation-specific practical capabilities, Information and communications technology, the ability to learn independently, to work in teams, entrepreneurship and responsibility.
It recognizes that there is no single model that may suit all countries, or maybe all communities in a given country. Secondary level education policy should be below continuous review to stay in step with scientific and technological, economic and social group modification.
Secondary school reform remains an unsuccessful promise with an incomplete agenda. If all schools are going to improve and if all children are going to reach high standards, the missing link must be filled in National and state leaders should focus attention and support on the secondary level education. It is time to terminate neglecting the institutions that have to compete for such a formative role in US history and individual citizens’ lives.
