A board of education, school committee or school board is that the board of administrators or board of trustees of a school, local school district or higher administrative level.
The elected council helps determine academic policy in a small regional area, such as a city, county, state or province. It generally shares power with a larger institution, like the government’s department of education. The name of the board is also usually used to refer to the school system under the board’s management.
The government department that administered education in the UK before the foundation of the Ministry of Education was also referred to as the Board of Education.

The American board of education traces its origins back to 1647 with the formation of the American public school role, the Massachusetts Bay Colony mandated that each city at intervals its jurisdiction establishes a public school. Committees sprang up to run the establishments, and in the 1820s the state of Massachusetts created the committees independent of local governments, establishing the model for the autonomous school districts that exist throughout the country nowadays. The United Nation Constitution left authority over education in the hands of the states beneath the Tenth Amendment, which reserved to them all powers not expressly given to the federal government, and also the states passed that authority on to local school boards. For more than a century, local boards were only responsible for public education’s funding, instruction, standards, and results. At their height in the 1930s, there have been as several as 127,500 boards. Some comparatively populated states had more school board members than teachers. For a lot of their history, the boards presided over school systems serving farming and industrial economies.

The work of the Board of Education had a social side as well. Corn and informative clubs to study house management, preservation of fruit,  poultry and other subjects directly connected with agricultural life were inspired in various ways, more particularly in connection with the girl’s clubs. Other clubs of a strictly social nature were organized for the promotion of more social life in farming communities.
The investigations that preceded the gifts of the Board were maybe of as great importance to the growth of education in the United States as the gifts themselves. The Board consisted of seventeen members and maintained headquarters in NY city. In 1920 the president was W. Buttrick, and the secretary was A. Flexner.

The Board’s Role

What does this mean for boards of education? It is probable that within each community there are variations of opinion on the question of the purpose of the community’s public schools.

(ASCD) InfoBrief: “Although controversy is an inherent a part of democratic schools, shared ideals transcend individual variations. Democratic schools demand the thoughtful efforts of all stakeholders, as well as students, teachers, families, and community members.”
Boards of education are uniquely positioned to produce leadership for exploring those variations, working with the community to seek out its shared ideals, and crafting a shared mission and vision for its schools which reflects their community.
